High School Equivalency Program (HEP)

Welcome to the High School Equivalency Program (HEP) of WSU, located within the College of Education in Pullman, Washington. The purpose of the program is to provide a comprehensive residential program of instruction to enable seasonal and migrant farm workers or their dependents to obtain their high school equivalency certificates.

The program provides preparation for continuing post-secondary education and employment in and outside the field of agriculture, training in making responsible choices for self-direction, and development of essential interpersonal and communication skills.

Our HEP program is the oldest continuously active federal equivalency preparation program in the US. We are funded by the U.S. Department of Education, based on the education acts of 1965.

Who qualifies to be a HEP student

Any migrant or seasonally employed agricultural workers or their children who:

  • Within the past 24 months has spent a minimum of 75 days in migrant or seasonal farm work;*
  • Is at least 17 years of age or over;
  • Is not currently enrolled in an elementary or secondary school;
  • Has not earned a secondary school diploma or its equivalency;
  • Is willing to relocate to Pullman, Washington for approximately 8 weeks;
  • Demonstrates a willingness to study in preparation for passing the GED exam;
  • Demonstrates a willingness to conform to the rules of the program;
  • Is determined by the grantee to need the academic and supporting services and financial assistance provided by the program.

* Agricultural activity means:

  • Any activity directly related to the production of crops, dairy products, poultry, or livestock;
  • Any activity directly related to the cultivation or harvesting of trees; or
  • Any activity directly related to fish farms.

Farm work means any agricultural activity, performed for either wages or personal subsistence, on a farm, ranch, or similar establishment.
